WHO WE ARE
Advancing Rosarito’s Comprehensive Development
The Consejo Consultivo de Desarrollo Económico de Playas de Rosarito A.C. (CCDER) is a nonprofit civil society organization led by the private sector.
We work alongside the Government of Baja California, the City of Playas de Rosarito, business organizations and other strategic partners to advance the municipality’s comprehensive economic, social, cultural and educational development, as well as public safety.
MISSION
Lead and promote initiatives focused on innovation, planning and comprehensive economic development for Playas de Rosarito.
VISIÓN
Contribute to making Playas de Rosarito a competitive, well-planned and safe municipality with a high level of human development and strong economic sectors.

Long-term planning tools, such as the PEM 2040, that define the municipality’s vision and strategic priorities.

Investment attraction, territorial promotion, strategic sectors and an Investment Desk designed to foster economic development.

PEM 2040: A Long-Term Vision for Playas de Rosarito
The 2040 Municipal Strategic Plan (PEM 2040) establishes a comprehensive vision for the municipality based on social and economic dynamics, trends, strengths, opportunities, sustainability, infrastructure and public services.
It serves as a guiding framework that connects long-term planning with concrete actions.
