PLAYAS DE ROSARITO — Monday, July 27, 2026. More than 40 entrepreneurs and representatives of small and medium-sized tourism businesses, along with public- and private-sector tourism promotion organizations, participated in the “Colmenas Creativas” program organized by the Consejo Consultivo de Desarrollo Económico de Playas de Rosarito (CCDER) with support from the Baja California Business Trust (FIDEM).
As part of the program, CCDER President César Rivera González explained that these training initiatives contribute to the professional development of the tourism business sector by providing participants with the knowledge and methodology needed to turn creative ideas into viable tourism products.
“Ultimately, this translates into a positive impact on the region’s economic development by improving the range of services, attractions and tourism experiences available to visitors,” Rivera González said.

The CCDER president thanked the Baja California Secretariat of Economy and Innovation, FIDEM, Incubatour, participating entrepreneurs and small and medium-sized businesses, as well as tourism promotion organizations, business chambers and government authorities that supported the initiative.
He also encouraged stakeholders to continue promoting programs designed to strengthen Playas de Rosarito’s tourism offering, attract more visitors and generate greater economic activity throughout the destination.
The program was led by Incubatour, a consulting and business acceleration firm with more than 30 years of experience in Ibero-America specializing in the design and transformation of tourism, cultural and meetings-industry products.
Incubatour President Eduardo Yarto explained that the three-day workshop focused on developing tourism products by creating new experiences for visitors and building on the destination’s strongest assets.
“We focused on identifying what makes Playas de Rosarito unique and how those assets can be transformed into experiences that also serve as promotional tools and ultimately generate greater economic impact,” Yarto said.
Participants included representatives from the hotel and restaurant industries, tour operators, tour guides, adventure tourism agencies and tourism service providers.
Representatives from public- and private-sector organizations also took part, including the Baja California Tourism Promotion Trust, the Baja California Tourism Secretariat (SECTURE), the Playas de Rosarito Tourism and Conventions Committee (COTUCO) and the National Chamber of the Restaurant and Food Service Industry (CANIRAC), among others.
The program concluded with the participation of Miguel Ángel Badiola Montaño, head of SECTURE, who addressed participants and highlighted the importance of continuing professional development initiatives within the tourism sector.
As a follow-up to Colmenas Creativas, a review period and call for tourism product proposals were launched. Five proposals will be selected for full development, with the goal of strengthening and expanding Playas de Rosarito’s tourism offering.
