What Is PEM 2040?
The 2040 Municipal Strategic Plan (PEM 2040) establishes a comprehensive vision for the municipality based on social and economic dynamics, trends, strengths, opportunities, sustainability, infrastructure and public services.
PEM 2040 is a participatory planning framework that guides the municipality’s priorities and projects through a long-term vision that extends beyond government administrations.
